A park in the U.S. state of Wisconsin has been closed, due to being over-run by gypsy moth caterpillars.

The Wisconsin Department of Natural Resources (DNR) announced the unprecedented move yesterday, with officials saying they would temporarily close Rocky Arbor State Park near Wisconsin Dells due to an infestation of gypsy moth larvae.

The larvae are present at the park in such large numbers that, according to a report by the Wisconsin State Journal, camping there would “apparently be a squishy, nightmarish experience.”

Mark Guthmiller, DNR gypsy moth suppression coordinator said that “there are also health and safety considerations that prompted our action,” explaining that there was a significant risk of people having severe allergic reactions to the caterpillars. There were also concerns that the caterpillars might be accidentally transported out of the park on park user’s vehicles to areas where the moths have as yet failed to establish themselves. Guthmiller also commented that related sanitation issues” would also “significantly detract from the quality park camping experience.”

Andrea Diss-Torrance, another gypsy moth coordinator for the DNR, said of the infestation: “It’s very severe – it’s as severe as I have ever seen.”

The closure, which will run until at least June 27, is thought to affect around 95 campground reservations at the site, which covers 255 acres. State officials have been attempting to arrange alternatives for campers at nearby parks, or, failing this being acceptable, are offering refunds. The park will be closed until after the caterpillars have completed pupation – the period in their life cycle in which they transform into moths.

The gypsy moth is a pest in the U.S., having been introduced in the 19th-century in a failed attempt to to try to breed a hardy variant of silkworm. The moths can strip the leaves off at least 250 different tree species, and as they lack natural predators in the U.S., cause significant damage. The moths often chew leaves but don’t actually eat them, thus increasing the potential damage.

At Rocky Arbor, they have already stripped all the trees in some areas of the park. The caterpillars can kill trees directly, but more usually weaken them so that they are more susceptible to die from other causes, such as disease.

A family of six were injured at Flat Rock Bridge Family Resort and campground in Lebanon, Maine after a severe thunderstorm caused trees to topple, with one landing on a tent. A 10-year-old girl was critically injured after a tree fell on the tent she was sleeping in. Witnesses say the girl was pinned under the tree for at least 10 minutes before they were able to remove it.

Witnesses also say the day was beautiful and sunny, but at around 6:00 p.m. (EDT) a storm rolled in, darkening the sky, followed by heavy winds and rain. Witnesses describe a “funnel-like wind” which lifted items off the ground and threw them around. The strong winds then brought down trees and limbs, with one landing on the family’s campsite and tent. Severe lightning was also reported.

“The female patient was loaded into Lebanon Ambulance One and transported to Frisbie Hospital in Rochester to be stabilized and then was transferred to the trauma center at Maine Medical Center. Her injuries were considered critical and life threatening when she left the scene,” said Jason Cole, the assistant rescue chief for the area. The victims names have not been released and the girl’s current condition is not yet known.

Rescuers responding to the scene noticed several other trees and limbs scattered around other campsites and searched all 350 sites, but no other injuries were reported. Other campers say they had several close calls with tree limbs and debris. At least 12 trees were reported to have toppled during the storm. The family’s car was also destroyed when a tree limb landed on it.

The National Weather Service in Maine says it will investigate whether or not the storm produced a tornado.

Pichilemu, Chile – Last Saturday, Chile was hit by a 8.8 earthquake. Many coastal towns were also hit by a tsunami, and Pichilemu was one of them. Its inhabitants were surprised by the giant waves that destroyed the most of the costanera and that reached the city square.

Pichilemu, that means in Mapudungun language small forest, is one of the most famous Chilean resort towns in the central zone of Chile. It is recurrently visited by surfers from all the world, because the Punta de Lobos beach is considered one of the best for surf practice worldwide.

Central Pichilemu was not severely damaged by the earthquake, but the tsunami caused significant destruction. The Fishermen Creek, located in front of the beach, was completely destroyed, and its machines are now unusable. Most of the Agustín Ross architecture that characterized the city, three of them being National Monuments of Chile, were damaged. The Agustín Ross Mirador, a famous location in front of the beach, located less than 200 meters from the Fisherman Creek, was completely destroyed. Its famous balustrades were washed away or thrown asunder. Many restaurants, kiosks and a circus were affected by the tsunami.

The rural parts of Pichilemu, like Ciruelos, Rodeillo and Espinillo feature houses constructed from adobe. Many were more than 100-years old, and were destroyed or are now uninhabitable.

The most powerful aftershock was produced almost 40 kilometers in front of the coast of Pichilemu, at the 03:10 local time (07:10 UTC) in March 2, with an intensity of 5.5 in the Richter scale, according to the USGS.

The Intendant of the O’Higgins Region, Juan Núñez, had a meeting with the Governor of the Cardenal Caro Province, Loreto Puebla, the Mayor of Pichilemu, Roberto Córdova, and naval and military authorities, juntas de vecinos representatives. They decided to leave the Carabineros police force to maintain the security of the city.

On Wednesday, India demonetised ?500 (about US$7.50) and ?1000 notes, announced as a measure to fight corruption, fake notes, and black money. Prime Minister Narendra Modi addressed the Indian citizens late Tuesday, and said 500 and 1000 rupee notes would cease to be legal tender at midnight.

To minimise possible difficulties to citizens, transactions using old 500 and 1000 rupee notes were accepted at government hospitals, railway ticket bookings, government buses, and airports. The notes were also accepted at public-sector petrol-pumps, government-authorised consumer co-operative stores, milk booths authorised by State governments, and cremation grounds till Friday midnight. These shops were obliged to have a record of their stocks and sales.

In his announcement, Modi said, “For your immediate needs, you can go to any bank, head post office or sub post office, show your identity proof like Aadhar card, voter’s card, ration card, passport, income tax PAN card number or other approved proofs and exchange your old 500 or thousand rupee notes for new notes.”

Modi also announced those who failed to change their currency till December 30 can exchange the notes at Reserve Bank of India (RBI)’s office along with a declaration form till March 31. The notes can be exchanged till December 30 at any branch of any bank across India.

By Saturday, Finance Minister Arun Jaitley said demonetised money equivalent to almost US$30 billion was deposited in banks across India. According to estimate, the old notes accounted for 85% of the total money in circulation. New 500 rupee and 2000 rupee notes are to be issued. Modi said RBI would exercise caution from past experience and limit the circulation of large-value notes.

International tourists could purchase up to 5000 rupees using the old notes at airport exchanges till Friday.

A limit was imposed on cash withdrawal; a maximum of 10000 rupees each day, and 20000 rupees each week, can be withdrawn. Moreover, from Thursday (November 10) till November 24, 4000 rupees can be exchanged in the banks and post offices. The amount is credited to the bank account.

Government workers were informed about demonetising when the announcement was made. Modi announced all banks would remain closed for public work on Wednesday.

In the United States, Donald Trump won the 2016 presidential election on Tuesday, immediately after which stock markets dropped globally. Following the US election and demonetising the money, the Indian stock market fell by 1700 points on Wednesday. Sensex lost 1,688.69 points and Nifty lost 111.55 points on the same day. Indian technology sector companies experienced loss. TCS suffered 4.93% loss and Infosys lost 2.74%.

The Indian rupee is also used in the neighbouring countries of Bhutan and Nepal. The border area uses Indian currency for day-to-day transactions. The Royal Monetary Authority of Bhutan (RMA) has announced the exchange of old notes will be facilitated till December 15. RMA governor Dasho Penjore informed Indian news site The Wire, “We do not know exactly how much Indian currency of Rs 500 and Rs 1,000 is in circulation in Bhutan. We will get a better idea after the deadline to deposit their amount”. RMA has 30% of its international exchange reserve in Indian rupees. Nepal Rastra Bank directed all Nepali banks to stop conducting transactions using the Indian rupee.

On Thursday, there were long queues in front of ATMs and banks to exchange the old notes and withdraw money. BBC reported some banks ran out of cash. Police were called to some banks to maintain discipline. Banks were open on Saturday and Sunday for money exchange.

Shops did not accept the old 500 and 1000 rupee notes. Some emphasised cash-less transaction as well. BBC reported some traders and small business owners in Delhi threatened to call a strike as this move affected their business.

eRetail websites like Amazon and Flipkart announced they would not accept the old 500 and 1000 rupee notes on Cash on Delivery orders. Amazon also announced 15% discount on gift cards worth 500 or 1000 rupees.

The government ceased all transactions using the old 500 and 1000 rupee notes before Saturday. But a Wikinews correspondent noticed a jeweler shop accepting the demonetised notes on Saturday. When questioned, the jeweler said they were accepting the old notes only on purchase. When the correspondent, who did not identify as a reporter to the shop owners, said the old 500 and 1000 rupee notes were not legal money, they said they will exchange the notes in a bank since there were 50 days to exchange with a new and legal tender. They refused to exchange old 500 rupee notes with change, asserting the customer needs to buy merchandise from their shop.

Singapore is also moving beyond its sterile image and fast becoming a city with world-class nightlife.

Typical Costs

Accommodation Accommodation isnt cheap in Singapore. A night in a hostel dorm will cost around 15-30 SGD, and a budget hotel starts at 50 SGD for a basic double room with fan. Most hotels here are around 80-110 SGD per night.

Food There are plenty of low-cost eateries around Singapore with street stalls typically selling food for less than 6 SGD per meal. Chinese and Indian food is usually around 8-9 SGD per meal. Most casual restaurants are around 20 SGD and after that, the sky is the limit.

Transportation There are plenty of buses and taxis around Singapore, but the Mass Rapid Transit (MRT) runs the length and breadth of the country. MRT tickets vary in price, as they are based on the distance traveled, but generally cost around 4 SGD.

With Halloween approaching, numerous haunted attractions all over Texas are preparing for the big “haunt” season. Directors and staff of such attractions must invest significant time preparing their buildings; such efforts gear up significantly during September. Wikinews caught up with some owners of these attractions to learn more about the hard work it takes to prepare for opening night.

Terror Nights, an attraction in Tyler, opens for the season on September 27. Ryan Laepple, owner and director of the haunt, states he’s currently involved in “a blur of safety inspections, auditions, actor training, and last but not least event advertising.” Laepple went on to say he stays “pretty busy until the show opens on the 27th and then things calm down some. As long as not too many things in the haunt break at once.” Dean Jarnig, the director of Zombie Manor in Arlington, said he and staff have recently been spraying flame-retardant chemicals and installing new lights. Jarnig also stated he and staff are working on a promotional video for their attraction, which opens on Friday September 13.

Hangman’s House of Horrors in Fort Worth is celebrating both its twenty fifth anniversary and final operational year. Some individuals who act in these attractions refer to their fellow actors as extended family. This year, some sources have even encouraged holiday job seekers to consider working at a haunted attraction to earn money. Texas yesterday executed murder convict Arturo Diaz hours after the US Supreme Court turned down a final appeal. It marked the state’s first use of pentobarbital in a lethal injection.

“Let’s go warden. I’m ready” were his last words. He and co-defendant Joe Cordova were found guilty of the 1999 murder of Michael Ryan Nichols, stabbed 94 times over a $50 debt. Witnesses and forensic evidence linked them to the crime.

At trial a psychologist told the court Diaz had low IQ, childlike communications skills, and head injuries from fights and a car crash that were liable to “impair his ability to control and regulate his judgment and perceive reality”. Lawyers for Diaz yesterday told the Supreme Court his defense had failed to ask relatives to tell the trial about Diaz’s childhood, during which he had antisocial tendencies, and was therefore deficient.

Lawyers also told the Supreme Court Diaz’s original appeal attorneys were also ineffectual, and that a possible plea bargain had not been properly explained to him. The court rejected an argument that prior rulings meant Diaz and others with allegedly defective legal representation should have their cases reexamined.

Diaz and Nichols were at a party the night before when the victim borrowed $100 from a girl there; he only repaid half. Diaz and Cordova headed to the McAllen apartment where Nichols and a co-worker were staying. Both were tied up with bedsheets and shoelaces and stabbed; the co-worker survived by feigning death. The offenders stole $50 and fled.

In addition to the surviving co-worker, who escaped the next morning after passing out overnight, another witness told the trial of helping the accused dispose of bloody clothing. A beer bottle found at the scene had Diaz’s DNA on it.

Diaz was put on death row; Cordova received a life sentence. His death marks the thirteenth Texas execution this year with four more planned.

Texas is among several US states with difficulties sourcing drugs for lethal injections. Texas previously used sodium thiopental but supplier Hospira ceased manufacturing it. Used as an assisted suicide drug, pentobarbital is also hard to source with Danish manufacturer Lundbeck opposed to its product being used to execute. State authorities refused to identify the supplier of the pentobarbital used yesterday, which replaces stocks of execution drugs that expired last month.

Polish President Lech Kaczy?ski, travelling with 95 other people, died when his plane crashed in Russia. Officials say the crash, which occurred when the plane was approaching a Russian airport on Saturday, was due to dense fog, and that there are no survivors.

The Polish Central Bank governor, Slawomir Skrzypek, and other members of the Polish government were amongst those onboard. The crash was near Smolensk airport in western Russia. Kaczy?ski’s wife was killed along with him when the Tupolev Tu-154 went down; the trip to Russia was to commemorate the 70th anniversary of the Katyn massacre, when thousands of Polish prisoners of war and civilians were killed by the Soviets.

According to preliminary reports, it got caught up in the tops of trees, fell to the ground and broke up into pieces. There are no survivors in that crash.

Sergei Antufyev, the governor of the Smolensk area, said on Russian television that no one survived the crash; the claim was backed by Polish news agencies as well. “As it was preparing for landing, the Polish president’s aircraft did not make it to the landing strip,” he commented.

“According to preliminary reports, it got caught up in the tops of trees, fell to the ground and broke up into pieces. There are no survivors in that crash. We are clarifying how many people there were in the [Polish] delegation. According to preliminary reports, 85 members of the delegation and the crew,” he added.

The exact passenger number was not known at first, with conflicting figures given by the Russian police, who said there were 132 people on board, and Polish officials. However, a full flight manifest received from the Presidential Office has been published by several news portals, giving 96 as the number of killed in the crash, including eight members of the crew. The manifest is also available on the Office’s official web page.

Television footage showed the burning plane with its charred parts scattered in the forest where it crashed. The plane crashed approximately two kilometres (1.3 miles) from Smolensk airport.

“The plane caught fire after the crash. Teams began attempting to pull out passengers from the badly damaged airplane,” commented a spokesman for the Polish Foreign Ministry from Warsaw. The chief of Poland’s military force, Franciszek Gagor and Deputy Foreign Minister Andrzej Kremer were among the victims.

A Polish television worker, Slawomir Wisniewski, said he was a witness to the crash, having seen it from hotel close by. “I saw through the fog, the aeroplane flying very low with the left wing pointing to the ground. I heard something being broken and then that thudding sound. Two flashes of fire next to each other,” he said, as quoted by the BBC.

Polish Foreign Minister, Radoslaw Sikorski noted that the country “could not have conceived a more horrible, poignant, tragic occurrence than our president going to commemorate the 70th anniversary of the murder of 20,000 Polish officers at Katyn himself dying.”

With the Polish president deceased, the speaker of the lower house of the parliament known as the Sejm, currently Bronislaw Komorowski, takes over as head of state, Komorowski’s assistant Jerzy Smolinski told the Reuters news agency.

Kaczy?ski is survived by his daughter Marta and by his identical twin brother, Jaros?aw Kaczy?ski who was Prime Minister of Poland from 2006 to 2007 and is currently chairman of the Law and Justice Party he co-founded with Lech. Both brothers were child actors who starred in the 1962 film, The Two Who Stole the Moon.

The Tupolev Tu-154, which was operated by the Polish Air Force, made its debut flight in 1990. 2,725 people have died in the 66 crashes involving this type of aircraft.

Several other Polish government figures were in the plane as well. None of the passengers survived the crash. Poland has declared a week of national mourning after the incident.

Russian Prime Minister Vladimir Putin was immediately appointed by Dmitry Medvedev, the president, as the head of the commission to investigate the crash. The latter also sent Sergei Shoigu, the Russian minister of emergency situations, to the site of the crash.

It is definitely the most tragic event in the post-war history of Poland.

Prime Minister of Poland Donald Tusk remarked that “[w]e stand in the face of an incredible tragedy, one of the biggest tragic events of our nation’s history. It is definitely the most tragic event in the post-war history of Poland.”

Russian President Dmitry Medvedev commented that “All Russians are sharing in your grief and mourning. I promise that all the circumstances of this tragedy will be investigated most thoroughly, in closest cooperation with the Polish side. I have given exhaustive instructions to the law-enforcement agencies.”

He added, “On behalf of the Russian people, I am expressing my deepest, most sincere condolences to the people of Poland, sympathy and support for the victims’ families and friends.” According to Medvedev, Monday the 12th will be a day of national mourning in Russia.

British Prime Minister Gordon Brown, meanwhile, noted, “I think the whole world will be saddened and in sorrow as a result of the tragic death in a plane crash of President Kaczynski and his wife Maria and the party that were with them.”

“We know the difficulties that Poland has gone through, the sacrifices that he himself made as part of the Solidarity movement. We know the contribution he made to the independence and the freedom of Poland,” he continued.

French President Nicolas Sarkozy said of Kaczy?ski, “[He] devoted his life to his country. A tireless defender of the ideas in which he believed, he always battled with conviction for the values that founded his entry into politics: democracy, liberty and the fight against totalitarianism.”

I remember many meetings with him on European and international levels, in the end we always found a solution.

German Chancellor Angela Merkel stated, “This is a political and human tragedy for Poland, our neighbouring country. Lech Kaczy?ski was a real lobbyist for his country, he loved his country and he was an argumentative European.”

Merkel also told of the memories she had of Kaczy?ski, saying: “I remember many meetings with him on European and international levels, in the end we always found a solution. I know that all of his life was dedicated to the fight for Poland’s freedom and Europe’s freedom. My husband and I fondly remember [his] invitation to his country house near Gdansk where we spent many, many hours talking about Polish and European history.”

US President Barack Obama made statement saying, “Today, there are heavy hearts across America. The United States cherishes its deep and abiding bonds with the people of Poland. It is a testament to the strength of the Polish people that those who were lost were travelling to commemorate a devastating massacre of World War II as the leaders of a strong, vibrant, and free Poland.”

Obama added, “That strength will ensure that Poland emerges from the depths of this unthinkable tragedy, and that the legacy of the leaders who died today will be a light that continues to guide Poland – and the world – in the direction of human progress.”

United Nations Secretary-General Ban Ki-moon said, “Kaczynski served his country and people with distinction and conviction, and was deservedly respected internationally. That he died en route to an event marking a new level of reconciliation between Poland and Russia is particularly poignant.”

Australian Prime Minister Kevin Rudd also expressed his condolences. “The tragic death of president Kaczincki of Poland is a great loss to the people of the Polish Republic and of course to the government of the Polish Republic,” he said. “This has been an extraordinary tragedy involving the loss of nearly 100 people. On behalf of the Australian Government we extend our condolences to the Polish people, to the the Polish government and our thoughts and our prayers are with them all.”
